Saved Search identifying changes after status pending fulfillment

I am trying to generate a saved search that would identify any changes made to a sales order after the status is changed to pending fulfillment.  Where I am stuck is when the status is changed the same day but earlier then the other changes are made.  How would I write formula to look at the time stamp on the status change verses all the future changes on the order?

Or is there a better way to stop certain people from changing orders after they are set to pending fulfillment?  Can you disallow editing of certain people after the status is set to pending fulfillment via roles?  Maybe with a workflow?
