Saved System Note Search

I have created a Saved System Note Search, and I have created a custom tab where I want users to access it via a custom search portlet, however it doesn't show up. You can see it via global search, with results but not via portlet. I can, so is this permission based? If so, any pointers as I can't find a setting!
