What drives the employees that appear in the 'Sales Rep' Criteria?

We're using Team Selling and are having problems where not all of our employees (with an assigned role tagged as 'Sales Rep') are appearing in the dropdown list.

We've got a number of people who are in a 'Development' Sales role (that has the 'Sales Rep' box ticked), but they can't be selected in the Criteria when we want to see which opps are assigned to them.  Any idea what drives names to appear on that list?
