Adding State Withholding on Yearli 1099 Saved Search

When we go to file our 1099 forms for 2019, we are going to have to include state withholding, which will include an amount on Box 16 and the state on Box 17. I have logged a case with Support, but am running into trouble for a number of reasons. First and foremost, NetSuite only contains up to box 15, so it's hard to do testing since the boxes I need are not even available. Second, the amounts would be coming from vendor bill credits, which when we run our saved search, vendor bill credits return 0 results. What I
