Automated Tasks - Workflow

We would like certain conditions to trigger task creation. Is this possible? (with/without scripts)

Say we have a custom record (Counseling - used to record outcome of an Employee review) eg. if the outcome is a termination we would like multiple time based tasks created to guide HR in processing that termination.

It would be possible to trigger email alerts, but a task is less ephemeral & would provide (in this example) HR with a clear set of tasks to complete, rather than a bunch of emails they may or may not read.
