Some roles cannot see clients in the client listing.

Hey guys, I want to post this issue here and see if anyone has had a similiar problem that they were able to figure out...

This is about one of our offices in Hong Kong (HQ is in Beijing). Under different login roles some are not able to see contacts while others are. 

For example, if they log in as Customer Service rep they cannot see some Clients in their client listing (Ex: Gilbert Lee).  We have the customer service rep enter the contacts into Netsuite, ( the purpose is to share contacts in the HK Office). 

So if the Customer Service manager logs in he can see the client (Gilbert Lee) but the others cannot.
