Role/User Access to Outlook Integration

What roles/users have access to Outlook Integration and Intellisync? I know Administrators and Sales Person can.

Is there a way to have the Employee Center role/user to have access to this? I've tried as an Employee Center role and have been denied due to permissions. Is this considered an "Advanced" package I need to purchase?
