Importing "Responses" from outside systems
I found the following thread on this topic but haven't found a solution.

Essentially we have a situation where we get handed a list of "Leads" from a vendor. This csv file contains, Company Name, Contact Name, and Campaign amongst other things.
These are really responses to me, as most of the Company names and Contacts already exist inside NetSuite.
What we think should be do able is do two imports.
If the Company/Contact does not exist then just do a CSV import and set the lead source.
If the Company/Contact does exist then "import" a campaign response.
