What constitutes a 'Blast'?

Our current NS agreement is for 'no single blast exceeding 20,000 recipients'.

Our current subscriber list is a little over 30,000, which I have split up into 2 groups.  So, if I set up a campaign for our latest newsletter, with 'group 1' set to go out at 4:00 pm, and 'group 2' set to go out at 8:00 pm, are they considered separate blasts?  Or is the campaign a blast?

I don't want to get penalized for not doing it right!:eek:
