Regarding email merge and the unsubscribe list

Could someone please confirm to me if the following is correct?

A: If I have a custom record with an email address, I can merge that record with a campaign and send an email to those records.

and

B:... If that email address has been previously unsubscribed, when the contact got an email based on the (identical) email address in their contact record, then they will not get any emails from my efforts in (A)
