Same Campaign Group, Diffrent Results

I have been using NetSuite campaigns to send out monthly email newsletters to our users.  The first installment worked great.  We really like the tracking feature to see the percentage viewed. 

However this month, using the exact same group as I had sent the previous mailing to (with 750 email addresses), the newsletter was only sent to 10% of the total list .

I can not understand why this happened and am looking for some assistance.

What would cause this and how can I send the newsletter to the rest of the group without sending duplicates?
