Promo Code Box Live when Promo Code isn't

Anyone have any idea why the promo code box during checkout is live when the promo code isn't?  Usually when the code is not valid (dates) the promo code box doesn't appear upon checkout, now as I am preparing all my promo codes, I have to inactivate them because once they are created the box pops up.
