E-mails held in Queue unexplained?

It looks like out of 2300 e-mails we send in a weekly campaigne nearly 75% 1700 are still in queue, even after 24 hours. The problem persists!!
We and Netsuite are unable to determine why this is happening. All we know is the arn't getting through and NS can't explain why.
Relevent info: revently pruchased additional e-mail licenses.
Is this a bug?
