Bulk Merge Alert?

Does anyone know if an alert can be created to notify us when a Bulk Merge operation has been initiated by a user? We want to give our location managers the freedom to send out bulk merge messages to their customer base on an infrequent basis. But, we need to make sure they are not over-using it.
