Items included ona campaign

Hi

I'm seeing very little by way of explanation on any of the NS help options in regard to ITEMS included or specified within a campaign...Does anyone know if the items is only relevant if a promo code is issues out as part of the campaign?  Or can you use items on campaigns for another use?

Any help is appreciated.
