Bounced list re-populates within hours after being cleared

We did a marketing email back on June 27th and the next day we had 442 email addresses on the hard bounce list. Every day we clear the list and within a few hours of clearing the list, the reappear. The campaign has an end date of July 1. The bounce time limit (under Setup -> Company -> Email Preferences is set to the minimum of 30 days. A few days ago I updated every one of the bounced emails to be a Soft Opt-Out yet each day the Bounced Emails list comes back.

Is there anyone out there who can point me in the direction to check why it is happening and how to get this to end?
