An update to the Withholding Tax SuiteApp is targeted to be released on March 21, 2017. This update will include changes to the Withholding Tax transaction column fields on the Expenses sublist.
If you are importing purchase transactions with withholding tax via CSV or Web Services, you need to update your CSV mapping and/or Web Services file, or both.
