Online sales go to "foreign?"

Hi, there.

Any idea how I can change it so that all online orders don't come in under the "foreign" territory/rep? I'd like it to go by the state that the customer is in (which is how reps are usually assigned to customers).

Also, when customers fill out an online form and become a lead, they're assigned to the appropriate sales rep by state. But if the form doesn't specify which state they're in (if it's just name and email for instance) do you have any idea how to know/edit who it gets assigned to?
