Sales routing quotas

We are currently implementing routing leads through sales rules.  I really like the functionality that NetSuite has implemented, but I can't figure out how to implement basic lead quotas.

How can we set up a rule so that certain reps/territories only receive a certain % or fixed number of leads per day.  Not all of our sales reps are full time, and I can't figure out how to give certain ones a lesser amount in the round robin.

Any ideas??
