Evaluating strings in Sales Rules

I have an odd situation where I need to create a sales rule using a field that was set up as Text instead of an integer.

The Custom Entity Field is "Size", and is of type: Free-Form Text

The data that goes into this field is coming from our website through Web Services and is intended to be Organization Size. At the time the website was designed to allow potential customers to enter any kind of text: "100 employees" for example. Hence the use of a String instead of an Integer.

We are now dividing our markets into small and large customers, and our Dev guys don't have time/can't change that data field.
