Routing consumer leads to dealer channel

What would be the best way to route inbound consumer leads to an appropriate dealer in my channel?

We will collect basic location info (state, zip, etc.) and service needs (design, installation, etc.) so that we can match the best dealer(s) to the lead.

I would prefer to not have to make all of my dealers into partners (unless we can use the standard partner center), or use SuiteScript.  Really looking at a best practice process to use within NS.
