Assigning leads based on zip codes

I’m working on automating new leads assignments and I would like to assign the leads to the sales reps based on the zip code of the imported lead.  I have the zip code assignments for the sales reps in an Access database and was looking for the best way of setting this up in NS.  As one example, for western North Carolina I have 359 zip codes that one sales rep takes care of.  Can I upload this list as a CSV and designate it as “Western NC” and use it as criteria for a client field rule in a
