Sales Territories are not getting assigned

We have set up sales rules and sales territories where sales rep are getting assigned from a country field in address of Lead/Customer. When a new customer/Lead is created with address fields added in it then sales territory and sales rep gets assigned according to rule on save of record. But assignment doesn't happen when address is added later. Country field is empty when record is first created. So assignment doesn't happen. But when Country is added later on, then assignment should happen. Does the sales rule applies only on create? I thought it works till the rule is encountered.
