access rights for Managers - P&L

<p>I am trying to add a new client and then a new project for the client.A  This is for a billable project/client but when I go to create the client, I can only select a non-billable option in the P&L Department drop down.</p><p>I believe my manager is the only person to change my access rights.A  I am trying to get an answer to him on how to change my access rights here.</p><p>A </p><p>Thanks</p>
