Need Filter Set for Program Managers

<p>We have users in a Program Manager type role who need access to a portfoliio of projects and all the users on those projects.  For Project access, we can add projects that the Program Manager is assigned, booked, or owns and then manually add any other projects they oversee.  However, for User Access, the access is limited to managed users and users booked and assigned on "owned" projects.  If this Program Manager does not directly manage users or is not the owner of certain projects in his portfolio, what is the best way to give them the user access they need?  Example:
