Timesheet question

We have a situation where we may have a task with 2 users assigned to it, say user A for 10 hours and user B for 5 hours (i.e. 15 hours in total to the task).
User A takes 9 hours to complete their task and user B takes 8.
If user B gets to the timesheet module first they are able to log the full 8 hours of their time to the task, whereas user A can only then log 7 hours and shows unbillable for the other 2 of their hours, despite being the efficient one who has completed their part of the task within the budgeted hours.
