Opening and closing Phases and tasks

When creating a project's phase and Tasks, there is an option to close the phase. This will close all sub tasks making up that phase. However when going back in and opening the phase all of the sub tasks are not opening with this change but rather must be opened one at a time. Is this expected behavior?
