Retroactive Rate Increases

Anyone know how we can process a retroactive rate increase? I could just enter a charge for the number of hours x the amount of the increase but that doesn't affect my project billings. I would rather set up a billing rule for the increase and run it over the billable time for a back date range. I tried this but it doesn't create any charges because the time has already been billed and invoiced. Any suggestions?
