Delinquent Task Report

How do I create a report to show delinquent tasks that have less than 100% completion perentage, by project, then by phase, with the project owner and project name listed on the report, and preferrably a count of the tasks by project. I've checked and the Tasks screen doesn't show much of this information and it isn't easily sortable. The Detailed reports area- Task reports doesn't include the needed date filters to do this either.
