Cap hours in reports

Hi!
Is there any way to cap the amount of hours user register to 40, without using time type (regular and overtime)? E.g. the users write 8, 8, 12, 9, 8 for one week. We wish to  do cetain reports and forecasts based on 40 hours for that employee, not 45 hours. In other word disregard overtime.
We would like to keep the registration for the user as simple as possiple and would like to avoid using another time type field for overtime.

If it is possible, can the excess hours be tracked (not a necessity)?
