Plan Hours Maintenance

Has anyone found a way to get OpenAir (effort driven schedule) to pull forward Planned Hours that were not Worked in the past, so that the total Planned/Gap hours remains in the future (this week forward)?  For example a task that is 2 weeks long has 40 hours on each week with 1 resource, but only 20 hours are worked in the first week, so there should be 60 hours of work to complete in the second week.  We are finding we need to do many manual adjustments of closing the old task and creating a new task to get
