Scripting to Generate Emails??

I don't suppose anyone knows whether there is a way, maybe through scripting or other functionality, of generating an email to an external email address based on certain conditions being true.

For example:

If Project Stage = X;
And Custom Field Y = true
Then send email to the address in Custom Field Z with the following text.......

Any ideas...........?!?!
