Apply the Billing rate multiplier even if rates are over-ridden

<p>There is an internal swith that can be enalbed called "Apply the Billing rate multiplier even if rates are over-ridden". When this setting is enabled, the billing rate multiplier will always be applied to the rates entered in a billing rule. Email support@openair.com if you would like this setting enabled.</p>
