New Project access meta-values in filter sets

<p>OpenAir is creating additional meta-values in filter sets to simplify providing access to projects for those who need it. Corporations that use bookings instead of assignments now have the ability to create filter sets to allow access to projects for managed users' booked projects. Also available is a new meta-value that establishes access to projects that managed users have recorded time against.
