Timesheet report for new users

  <p class="MsoNormal"><span style="font-size: 10pt; font-family: 'Courier New'">Some clients that are already running the Timesheet status report experience some problems when creating users before they are actually working since they booked them in advance to a project.</span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: 'Courier New'"><span>             </span></span></p>  <p class="MsoNormal"><span style="font-size: 10pt; font-family: 'Courier New'">It is normal that these users don’t submit a timesheet.
