not able to access wsdl

My php scripts are returning maximum execution time exceeded. https://webservices.netsuite.com/wsdl/v2009_2_0/netsuite.wsdl isnt returning anything on opening in a web browser. Can some one help me on how to use the offline version of the wsdl that I have downloaded. I have just started peeking into the toolkit.

Nevermind I downloaded the wsdl and put it on my local dev server, but still https://webservices.netsuite.com/wsdl/v2009_2_0/netsuite.wsdl isnt accessible.
