PHP_Toolkit License is Unusable

Hi All,
I'm not a lawyer, but from what I can tell, NetSuite is not granting anyone a license to use the PHP Toolkit.  This seems like a mistake, but NetSuite could  you please add a license to your PHP Toolkit that grants developers the right to use, redistribute, and modify the PHP Toolkit?  Preferably an MIT style license.
