#'s not being escaped in custom fields on sales order?

We are having sales orders with #'s in their custom fields not go through. They are getting the error;

java lang Exception: Code=CSTM FIELD VALUE REQD The specified custom field value is missing

I couldnt find any documentation that stated hashes have to be escaped.
