Email notification to rep?

Is there a way to send an email notification from Netsuite to a rep with an updated lead or contact?

My client usually has an e-mail notify sent out from Netsuite with some details like email or phone number of the lead that goes out to the assigned rep.

If so, how would this work in the PHP toolkit?
