Getting WS_FEATURE_REQD error even when feature is enabled

Hi -
I have a high profile customer who is using my application through NetSuite's web services API. SuiteFlex Web Services are enabled at the administrator level and all their administrator users can log into the web services just fine via my application, even if their web services default role is specified as something OTHER than administrator.

When one of their regular users (someone who doesn't have administrator available as a role) tries to log in, however, they get the WS_FEATURE_REQD error message.

Clearly there needs to be a way for non-administrators to use web services. Anyone have any ideas?
