Task.sendEmail doesn't seem to work

I'm creating a task record and attempting to send an email to the assigned employee.  I'm setting Task.sendEmail to true.  The task is being created correctly, but no email is sent.  If I edit the task in the UI and check the "Send Email" checkbox, then an email is sent.

Does the web services role need a specific permission to allow emails to be sent?
