Cannot export expense report has projects doesn't belong to any customer

Hi All
I have integrated NS API into my website and it works quite well.
But there is a problem when i try to export an expense report(with some projects doesn't belong to customer) from my site to NS. And it always gets error like this:
"User YYYYY with role #3 (Administrator) doesn't have permission to export reports. Details: XXXX(project) does not allow billables.. The transaction date you specified is not within the date range of the accounting period. Do you want to proceed?."

I have tried to google and search everywhere in NS support forum but there is nothing help.
