How to pass Ordernumber/TranId to external webservice

Hi,

I am new to Netsuite.
I would like to know the process to call an external webservice which i have written in VB.NET.
And I want to pass the ordernumber/TranId to this webserivce from the NETSUITE once the sale order is created.
