Enabling the Web Services Feature

Hi,

IS only Administrator has the right to Enabling the Web Services Feature
in NetSuite as mentioned in some post

To enable the Web services feature:
1.  As administrator, click Setup > Company > Enable Features.

2.  Click the Customization & Integration tab. 

3.  Select the Web Services check box.

4.  Click Save.

My question is any other role also can  enable the Web services feature??

I have logged in with "Full Access" role and enable the Web services feature.
also i have enabled web services feature for my account but it gives following error :

"You have not enabled web services feature for your account
