Amazon Cloud to NetSuite help/advice needed

I can't seem to find enough information to even determine the simplicity or complexity of the following.

An application currently runs in the Amazon cloud. We want to write some event captures in the application that when they are caught to send data (e.g. create a record, write some data) to NetSuite. Essentially we want to input order and quote information in NetSuite that is initially captured in the Amazon cloud portal application.

What I can't determine (admitedly a newbie on Amazon cloud) is:

a) How or where in the Amazon cloud services do you "write" web services to query this application and then connect to NetSuite (via WS) and create the records
