Has anyone have issue with Workflow not firing on Web Service?

I have a workflow to be triggered by WebService (Dell Boomi Integration) upon Item creation and send an Email Notification instantly to Reviewer.

It just never fired, with either After Record Submit or Entry trigger.  Both Workflow Basic info and Actions have Context="Web Services" selected.
