Time Condition for Triggering Workflow

It seems to me this should be easier than it is, but I can't get it to work.  I have a workflow in place that auto-approves any sales orders except a handful which need to be reviewed.

I received request from the powers higher up than me that the workflow needs to mark any orders placed after a certain time of day Pending Approval.  Part of the reason is trying to enforce a shipping cut-off time, tho I know there are other reasons as well.

Anyhow, any help in this regard would be much appreciated!
