Create Customer Inquiry Role

Trying to create a View only role for customer data.

Our requirement is to provide users with a role that allows them to view only customer and customer site data.

I have started with the Customer Data Steward role, but have not been able to get it to work.  Also have not been able to find any metalink notes.
