Make Address on Customer Form Mandatory

We want to make the address on the customer form mandatory. I assumed this would be an easy task... I set the custom address form fields as mandatory, as the Custom Entry Form field is grayed out. This is not enforcing the address field to be required. I looked in SuiteAnswers and it appears that this can only be done via a script. Does anyone else know another way besides a script to make this mandatory?
