Create customer account service return with error

Hi ,

when i'm trying to call CustomerAccountService in oracle fusion i'm getting

JBO-27024: Failed to validate a row with key oracle.jbo.Key[300000002601496 ] in CustomerAccountContactEOJBO-HZ:::HZ_API_INVALID_FK: <MESSAGE><NUMBER>HZ-120080</NUMBER><TEXT>The foreign key value RelationshipId is invalid.</TEXT><CAUSE></CAUSE><ACTION></ACTION><DETAILS></DETAILS><INCIDENT></INCIDENT></MESSAGE>]]></faultstring>

even i'm passing an existing RelationshipId
